 I had this same problem after one of our servers lost power. Varnish
 wouldn't start until I restarted the process in /proc/PID/cmdline. To get
 varnishlog and varnishncsa working I had to delete the _.vsl file. Before
 that they would start but not report any traffic. My varnish version is
 2.1.4 on Red Hat 5.5.
